Research On Shenzhen Government Regulation Of Transportation Construction Projects

For the past few years, in order to stimulate economy and domestic demand, Chinese government has increased investment on infrastructure, as well as investment on transportation infrastructure. The upgrade of means of transportation such as highway, railway, track traffic and city metro has brought more convenient and efficient trip mode and plentiful life style to people, improved city appearance environment and enhanced social development and improvement. Traffic engineering closely interrelates to people’s life and directly influences people’s living standard. Governmental investment management has always been the hot spot issue of scholars’research, and the department which is in charge of traffic engineering construction has made adjustment and improved management accordingly and built up an increasingly mature management system currently. However, there are still some problems emerging in the engineering construction field, such as construction quality problem, safety incident, corruption, sham bidding, unfair bidding evaluation, etc. All of these call for the improvement of governmental regulation system to underplay the role of "visible hand" Under this background, it is significant to quest the governmental strategy against regulation function of traffic construction to promote the healthy and sustainable development of traffic engineering and gain both the economic and social benefits.In view of this, the thesis carries out the research through comprehensively applying methods of literature search, comparative analysis, analysis by synthesis and case study. There are five chapters in total. Chapter one briefly introduces the background, significance, purpose, methods and mentality of the research and the outline of the thesis. Chapter two firstly elaborates the related concepts, traits, management mode of traffic construction, and then introduces the current status of governmental construction regulation in China and related theories. Chapter three introduces the construction regulation status of Shenzhen government, and analyzes the existing problems and their causes from different aspects, the main causes of the problems includes:(1) inadequate laws and regulations on traffic construction,(2) improper regulation system on traffic construction,(3) immature supervision on traffic construction market,(4) lack of public participation. Chapter four concludes the experience and revelation of governmental regulation on traffic construction by studying the case of Hong Kong, Singapore and American. In Chapter five, combining with the working practice of the author, the thesis purposes several suggestions that follow the laws of governmental regulation and at the same time meet the actuality of situation of traffic construction in Shenzhen. The suggestions are as followed:(1) establishing legal system of traffic construction,(2) deepening the reform of regulation system on traffic construction,(3) perfecting the current agent construction system,(4) completing the market access system and promoting the establishment of integrity system,(5) building the regulation system based on external supervision. By proposing these suggestions, the thesis aims to provide improve and enhance the efficiency of governmental regulation on traffic construction for Shenzhen government and even the whole China.
