Research On Governmental Regulation Under PPP Model During Construction Of New-type Urbanization In Guangdong Province

New-type urbanization is one of the essential demands to modernize our country. Also it’s an important means of implementing economic policy on stabilizing growth, promoting reform,transferring mode and adjusting structure at present. Since the 1990 s, with the rapid increase of urbanization rate in Guangdong province, the structure reform of new-type urbanization construction in Guangdong has been steadily promoted, basically forming the pattern of pluralistic investing and financing bodies, diversifying investing and financing models, and marketizing project construction modes. However, influenced by various factors, it’s common for the government, as a main body, to lead and control the whole process of project construction.Currently, to speed up the construction of new-type urbanization, governments at all levels are promoting co-operation between governmental and social capital(that is PPP model). It’s foreseeable that PPP model will become one of the most important investing and financing methods in the new-type urbanization construction. Although PPP model can well relieve the government’s fiscal pressure, and raise the construction and management efficiency of the project,market failures like distribution imbalance of market resources or monopoly management of the state will arise since the application time of PPP model is relatively short. It’s required that government regulation should not only comply with the traditional requirement, but also adapt to the special requirement of PPP model. To overcome problems like market failure brought by PPP model, and better apply PPP model to the new-type urbanization construction, it’s necessary to set up a perfect governmental regulation system and improve regulation efficiency.Firstly, explaining the basic concept and theoretical basis of PPP model and government regulation respectively, this paper analyzed the feasibility and necessity of government regulation under PPP model. Secondly, based on the analysis of application and regulatory status of PPP model during the construction of new-type urbanization in Guangdong province, this paper pointed out shortcomings in government regulation. Then this paper get some implications about the regulation system of government under PPP model after summarizing several successful experiences at home and abroad. Lastly, to identity the effective factors in constituting the regulation system of government, this paper used Delphi Technique, to survey and interview 20 specialists and scholars. The survey data provided a powerful support in constituting the regulation system of government under PPP model during the construction of new-type urbanization in Guangdong, and offered reference for the enhancement of governmental regulationlevel under PPP model, which included improvement of governmental regulation legislation,establishment of perfect regulation organization, clear scope of government regulation,implementation of the whole regulation process, establishment of evaluation system and guarantee system of government regulation, etc.
