In the external market increasingly fierce competition condition, facing the enterprise external environment of the rapid changes, the enterprise need to the height of the strategic management for the development of the enterprise management and overall design. Therefore, the enterprise need a tool that can help the organization good communication, evaluate and implement strategic to strengthen its own strategic management ability. The balanced scorecard can be a very good tool that processed enterprise strategy and combined with the actual problems and to an overall outstanding performance management. So this article through the research of the theory of the balanced scorecard, combined with XC company designing performance management system based on the balanced scorecard, this paper expounds the use of the balanced scorecard theory design XC company performance management method and procedure of the system.This paper mainly through the field for XC company employees interview and questionnaire, and related official data and theory of collection to complete this study.This article first expounds the research background, significance and purpose, and performance evaluation of the present research situation at home and abroad. And then this paper roughly described the content and methods.Secondly, this paper briefly describes the balanced scorecard and performance management, and strategic management theory, for this paper studing the foundating theory.Again, for XC company made a simple introduction, analyzes the XC company at present performance management present situation and the existing XC company performance of management. Analyze the cause of these problems.Then, based on the balanced scorecard theories, according to the specific strategy target of XC company, draw a map of strategy, analyzes out financial, customer, internal processes and learning and development four dimensions of the index, will carry out the company level, department level, staff level indicator. And then based on the analytic hierarchy process to calculate the weight of each index, the weight calculation work mainly performance management team. Finally, to the article summarized, summarized this paper studying and the deficiency of the further in the future to solve the problems.
