Summary of gains and losses about foreign labor dispatch experience is to explore the improving way of Chinese labor dispatch as follows:to insist on equal pay system to protect the legitimate rights and interests of workers; and to confirm the apportionment of responsibility between dispatch agencies and labor units; also to control the scope of the labor dispatch; also to strictly prescribes the access regulations of dispatch agencies; meanwhile, to gradually prompt the socialized, institutionalized and professional development of labor dispatch under the constraints of the labor policies and laws.
