Tourist attraction industry is a labor power-concentrated industry and the cost of human resources accounts for a great proportion in operating cost. Tourist attraction is a special industry in which natural or social resources were used by Tourist Enterprises, so that the human resources management affects the development of tourist attraction. In China, tourist attractions are primarily state-owned, having caused many problems in staff management, such as the fix mode of state-owned operation and neglect of cost control, especially human cost control and management, owing to the concept that the main purpose of attraction management is resource-protection. As a matter of fact, human cost control plays a very important role in resource-intensive industries, thus this thesis focuses on the study of human management cost control in tourist attractions. The writer hopes to apply the theory of human cost control to tourist attractions and could be helpful to the human resource management.This paper mainly studies human resources management and human cost control in tourist attractions based on the theories. Firstly, after having reviewed domestic and foreign related theories, the writer summarizes human cost control and human resource management. Secondly, the author makes an empirical research of staff management, trying to investigate the application of human resource management measures in the attraction and then analyze the effectiveness of human resource management on human cost control and their relationship, so as to find out the rules and achieve the goals of controlling human resource cost in tourist attractions. Finally, the writer makes conclusions and puts forward the corresponding strategies. The author also points out the limitations and shortcomings and presents a further expectation of the research.The main conclusions of this study are as the following:The first, by analyzing the situation of human resource management in tourist attractions the writer points out that because of the different features in tourist attractions the different application of human resource management can help people to have a comprehensive understanding of the application of human resource management. The second, the author establishes the test-system of human cost effected by staff management practices and finds out seven effective elements influencing human cost control after using effective mathematical statistics. The seven elements include staff cooperation, work flexibility, procedural justice, planning and allocation, training motivation, interpersonal communication and talent recommendation. The last, the writer puts forward the tactics and proposals of staff management mode in tourist attractions according to human cost control on the basis of the theoretical and empirical research.
