Ruili Border Open Key Development Area Of A Preliminary Study On The Development Strategy

China has vast territory with22,000km of land border line. After new Chinawas founded, border areas have been development remarkably in terms of society,economy and culture. Yunnan Province is located in southwestern of China, and itmaintains4,060km boundary line with other countries. Therefore it is an importantport for trading with Southeast Asia counties. Ruili is located in western part ofYunnan Province and southwest part of DehongTai municipality. All of other sideborders are adjacent to Myanmar. Because of this, it is the only key way to go to theancient southern Silk Road.On June29,2010, the National Development and Reform Commissionpresenteda proposal about “views on the deepening of the western developmentstrategy"in order to enhance border development and opening up. This plan focusedon actively building an important open experimental area in Dongxing (Guangxi),Ruili(Yunnan), and Inner Mongolia, thereby maintaining economic cooperation in theborder areas to promote further development among the border regions. Therefore,Ruili, as an important open experiential area instead of bridgehead of open borderareas, will be brought into the national development blueprint and will be played as apioneer in southwestern development.On the basis of the related concepts, characteristics and necessities of borderareas’ development and strategies, this article analyzes the current status of Ruilidevelopment in terms of industrial structure and main industry. Specifically, thestrengthanalysis refers to locational advantages, resource advantage, port economyand overall economic strength. As for weakness analysis, it focuses on contribution ofYunnan province in terms of GDP, horizontal comparison of Ruili’s economicstrength and levels of science and education. After that, this article describes thepotential opportunities and threats of Ruili’s development. Then, the strategicpositionis made out. That is, to be established as a developing city for international trading and traveling in southwest of China,Besides, a radical new idea is raised.Ruili will be built and open to south west as an Inland port and important transport.Economic cooperation, financial information service and culturaltourismcommunication will be established in Ruili. Commerce Circulating, businessexhibition services and eco-tourism will be discussed for Ruili’s strategic priority.The main strategic measures will be raised in terms of science establishment,development plan, preferential policies, improvement of opening up and innerinvestment environment, establishment of talents support system and ecologicalsystem. In the end of this article, author asserted that Ruili should seize this historicopportunity. Theopening development experimental area should be established as thecore. At the same time, the development of all aspects of construction should bevigorously promoted in order to achieve rapid economic and social development.
