| After this major historic task that builds a new socialist countryside had been putforward.At present, the new rural construction in our country has achieved initialresults, various government increased the investment of rural public product supply,the supply of rural public products in the variety and quantity of large increasesincreasingly, broad farmer to enjoy more public product and public service, improvethe rural residents’ living level, strengthening the social security of rural residents,improve the rural areas, improve the rural spiritual civilization construction, promotethe development of agricultural production.The new rural construction campaign had launched in the nationwide. Theimportant task of the new rural construction is to increase the supply of public goodsin rural areas and to meet the farmers needs. The ability to achieve effective supply ofpublic goods in rural areas is closely related with the results and the process ofbuilding new countryside..At present, China’s new rural construction has achievedinitial success, but the serious problem of rural public goods affects the constructionof new countryside.This paper argues that the current supply of public goods in ruralareas of China is not optimistic, problem is serious. They are less than the total supply,the supply of structural imbalances, inefficient supply, supply is not fair, and so on.The main reasons for these problems are the decision-making mechanism ofagricultural supply of public goods improper, urban-rural dual system unfair, lack offinancial investment, lack of effective mechanisms of the needs of farmers expressedand the supply of a single central source of supply system.To this end, we should learn from foreign experience, adhere to the scientificprincipleof rural public goods supply, arrange overall planning both urban and rural,improve decision-making mechanism of the rural public goods supply, buildmulti-center system of public goods supply, build the demand mechanism for farmersto express public goods, strengthen financial investment, establish and improve legalsecurity system for the supply of public goods in rural areas, strengthen and guaranteethe rural public product supply, in order to create conditions for building a socialistnew countryside. |
