Research On The Comprehensive Evaluation Of The Development Of Jiangsu Province Along Yangtze River

A new round of rapid development along the Yangtze River is a new important strategy to respond the new century's changes for Jiangsu Province. It is significant and influential for Jiangsu Province to update the industrial structure, promote the co-effective exploitation and take the lead in realizing the basic modernization and reaching a well-to-do living standard. So, to establish an integrated indicator system and give the real-time evaluate has realistic meaning.First of all, on the basis of the target and requirement of the development along Yangtze River, the paper constructs the indicator system of the comprehensive evaluation of the exploitation of Jiangsu Province along Yangtze River by applying the principles of practical, scientific, sustainable development. Secondly, the comprehensive evaluation model that based on the trapezoidal Fuzzy AHP is established. The indicator data of Jiangsu Province along Yangtze River from 2000 to 2004 is analyzed and evaluated by using the model. According the results, the countermeasure and suggestion to promote the development is given at last.There are three technical difficulties solved in this paper. One of them is the establishment of the indicator system of the comprehensive evaluation. As there are many indexes, we establish a hierarchy structure according to the indexes of economic development, people living standard, social advancement, function benefit and resource environments. The other is the determination of the index weighting. The trapezoidal fuzzy AHP generalized the AHP, by expressing elements of judgment matrix and its weighting in trapezoidal fuzzy numbers. It is more reasonable for the experts to use the fuzzy numbers to express the judgment matrix than the precise numbers. The method of fixing on indicator weighting through Trapezoidal Fuzzy AHP is given and an applied method of examining and regulating the judgment matrix according as consistent rules is also discussed. At last, this paper uses a lot of figures to analyze the results of the comprehensive evaluation and gives some suggestions to push forward the development of Jiangsu Province along Yangtze River. It is more reasonable to avoid the shortcoming of mainly theoretical analysis in this type of research.
