China has become the world’s largest emitter of CO2at the present time. While in the total CO2emissions, industrial energy-related CO2emissions account for over90%of the total. And the levels of industrial development in nine economic regions’in China are different to a certain extent, so their performances on industrial decoupling exist the big dissimilarity. The year2011is the beginning of the period of "12th Five-Year Plan", so deep exploration on the underlying driving forces which influence each region’s effect on the decoupling between industrial development and carbon dioxide emissions and analyze the regional effort and progress variation of industrial decoupling are the opportunity to our research, which can provide the important enlightenment for China’s various regional low-carbon development policy making and adopting the strategy of sustainable development during the period of ’12th Five-Year Plan"(2011-2015).Using a two-level LMDI perfect decomposition technique, the total energy-related industrial CO2emissions of nine economic regions in China are decomposed into energy structure, energy intensity, industrial structure and economic output effects during the period of "9th10th and11th Five-Year Plan". Through qualitative theoretical analysis and quantitative empirical research, main conclusions are presented as follows:(1) The rapid growth of industry is the most important factor responsible for increase in CO2emissions and industrial decoupling blocking. The adjustment of industrial structure and energy structure both contribute to staving the decoupling progress slightly. Decline in energy consumption per unit GDP is the most important actuation factor promoting the decoupling effort and the energy emission factor also makes a weeny contribution to industrial decoupling progress as a result of electricity generation efficiency enhancement.(2)"Weak decoupling" is the main character of regional decoupling progress between industrial development and carbon dioxide emissions in China. During the period1996to2009, among nine economic regions in China, effects of Northeast Region’s mitigation efforts are quite obvious and better than other regions. Midland Region, Yangtze River Delta Region, Chengyu Economic Region, Bohai Rim Economic Region, and Pearl River Delta Region these five regions are in a middle position. Western Region, Hainan International Travel Island, and Economic Zone on the Western Coast of the Taiwan Straits these three regions’mitigation effects are relatively worse than others.
