Enterprise culture plays a crucial role in the development of enterprises; enterprise culture is divided into rational enterprise culture and cultural phenomenon. Rational enterprise culture is the fruits of enterprise condensation, summarization and development which reflect the ideas and visions of the enterprise in the operating process. The enterprise culture phenomenon is the fact and the cultural atmosphere of the objective existence, permeating in every corner of the enterprise.Enterprise cultural phenomenon is a kind of working atmosphere combining people’s ideology, values and value orientation. Behavioral culture is the most directive expression of the cultural phenomenon, which in turn reflects Behavioral culture. Rational enterprise culture is to make the working atmosphere harmonious, healthy and progressive. The institutional culture, under the orientation of enterprise culture, basically reflects the essence of rational enterprise culture. In order to operate enterprise culture, the regulations made by the human resources should be carried out to control and guide the behavioral culture. Therefore, traditional culture should be considered in the establishment of regulations, which affects the employees’ideology, values and value orientation and then make them feel the influence of rational enterprise culture in the behavioral culture and regulation culture. Then a enterprise cultural phenomenon consistent with rational enterprise culture will be formed and the management of the enterprise will become less complicated. This paper, which bases on the background of Lianrun Company, analyze the problems existing in the management of human resources and make some regulations conforming to the rational enterprise culture. The employees’ideology, values and value orientation should be guided to make their behaviors keep pace to the rational enterprise culture. Then the employees will have a sense of belongingness and they will be full of passion and creativity. Solve the deviation of the associated run company because of a rational enterprise culture and cultural phenomeno, caused by the bottleneck of the development of the company.
