With the fierce competition between enterprises in recent years, the design company’s business has been transforming, survey and design industry has witnessed a significant change in structure of human resource. Compared with traditional industries in construction field, survey and design enterprises for higher talent and how to train people to play the role of talent in recent years, thus many companies focus on human resource management work. However, since survey and design enterprise is restructuring at a late stage, it remains relatively heavy traces of the planned economic system, so that its management thinking and training means are relatively backward, as a result, many human resources training program is difficult to land on feet, or not very ideal effect. This status gives researchers and management practitioners an important issue that is how to tailor a good human resources training system to fit survey and design enterprise’s business application and development. In recent years, the competency model research has become the one of the hotspots in psychology, human resources management, education, and other disciplines research field. In this study, based on theory of competency model, in combination with the actual situation of survey and design enterprises, human resources training problem of the survey and design enterprise has been analyzed, which enriched the field of theoretical research framework. Through the analysis of competence of the survey and design enterprise’s employees, this study can make training more targeted, but to maximize the trainee’s potential. Currently, competency-based training in human resources point of the survey and design enterprise is still rare. Therefore, it is necessary to make the initial attempts and efforts for the study of human resource training system on survey and design enterprise by competency-based model.In this study, at first, domestic and international research on competence and human resources training are reviewed, the concept and connotation of competency and training in this research are defined, on this basis, competency-based training is analyzed. In order to clarify competence quality of the survey and design enterprise’s employees, in this study, we made a literature survey and in-depth interview on design enterprise’s employees, The employees’ competence quality are classified into seven dimensions:motivation and self-concept, personality traits, environmental adaptability and responsiveness, analysis and planning capabilities, the ability to control co-ordination, leadership and ability to apply knowledge. At the same time, competency model frameworks on survey and design employees is proposed, and then combine theoretical models with interviews and make a questionnaire to measure the competence of employees in survey and design enterprises.Secondly, after questionnaires were recovered, theirs the test results of reliability and validity show that the questionnaire has good reliability and validity. A statistical analysis of sample data has been made by using SPSS software. In order to retain key competence entries, the original competency combination and entries were screened; the entries above the average were preserved and used to form a new competency model framework, which still retains the combination of the seven dimensions of competence. At last, a simplified competency model of survey and design enterprise’s employees is developed based on adjusted entry distribution of competence. Besides, this study makes difference analysis for different genders, length of service, level and grade of education, and competency cognition of various types of employees, which points out the direction of establishment of training system.Finally, the competency model of the survey and design enterprise’s employees is combined with traditional human resources training system to form a training system based on competency model. In this study, from all aspects of the training system for the survey and design enterprise, a variety of training tools and methods are set up to meet the requirements of enterprises and employees and through case study, this paper validates the practicability of human resource training system on the basis of competency model. The study provides a reference path to the further improvement for human resource management and training system development of survey and design enterprise.
