In recent years, in order to solve the problems of urban population expansion and public traffic jams, the government develops the urban rail transit to solve these problems. These measures fully embody the requirements of the socialist market economic development. It is also important to transform government functions and speed up supplying productions of the key infrastructure in our country. However, in the process of project supervision, it always appeared illegal activities such as power rent-seeking. This behavior is great harm to the normal operation of projects, causing the wasting of social resources and efficiency loss and other adverse consequences. As the fast development of the urban rail transit, the problem of public project "regulators" seeking rent attracts more and more attention. However, there isn’t pertinent research on the urban rail transit project supervision of power rent-seeking behavior and also not a research result what is mature and applicable to economic transitional period of China. It is short of the research achievement of preventing the "regulators" power rent-seeking behavior.This article is commanded by China’s national economic and social development during the Twelfth Five-Year plan, and strictly based on the thinking of raising question, problem analysis, skills summary, settle problem. And we try to analyze the reason of the power rent-seeking problem in the regulatory urban rail projects in China on the base of public good theory, rent-seeking theory, new public management theory and other related theories. First of all, we quote a large number of data and example of urban rail transit projects in China to state the power rent-seeking problem in the government regulation. Besides, we study the reason of the problem from the point of the social political and economic system in our country. We analyze the feasibility of the experience of foreign countries. Second, in this paper, we deeply analysis and summarize the advanced experience of foreign countries how to avoid the governance of power rent-seeking of "regulators" including Germany, America, Australia, northern Europe and other countries. Finally, some suggestions are made, such as the moral and honest construction education of civil servants, weakening the project regulator’s thinking of "economic man", building relevant laws and regulations about project biding and implementation, ensuring the project open and transparent from decision-making to completion, confirming the government’s role and improving its regulation levels. Based on what is said above, we strive to give the project of urban rail transit and scientific management of the social public project some advices.
