In the21-centory,persons with ability decide the success of enterprises. So the importance of human resource management incarnates more and more obviously. But with the development of economy, the drain of employees becomes one of main problems, which enterprises must face. So many employees leave, the frequency is so high and the influence is so deep. All that makes the leaders of enterprises pay more attention to their employees. The high frequency of employees’ eaving, and some other questions coming behind it, such as cost increasing, resource resetting, and drain of costumers, have blocked enterprises’health development. How to solve this problem becomes the focus to which enterprisers and management experts pay attention.In recent years, the problem of human resource crisis becomes more and more serious in Advertising industry. And the drain of business employees is the main reason of this crisis. The key of competition for talent persons lies in the right-hand human resource measures. Without perfect human resource measures, you may get a perfect employee, but you cannot stay him or her. So in this case, the phenomenon of loss of corporate officers, has an important role to help businesses retain talent and reduce losses.In this paper I have studied the transfer of personnel theory, the drain of personnel model, and the drain of personnel cost model etc, analyzed the human resource situation and the factor caused the drain of talents of Advertising industry, suggested to build strict and normative job invitation system to find the correct employees through the study of the human resource management and the cause of the drain of the talents in Advertising industry. Set up fair and full of competing power hortatory welfare and boon system to guarantee the basic demand of the employees. At the same time help the employees to program their career, and instruct them to construct the career blueprint of individual.Attract talent and retain talent is complementary to the one hand, only the best people attracted to the enterprise, to find ways to retain talent in order to enable them to make a greater contribution to the enterprise; the other hand, only the company has establishedgood employer, keeping system, the better to attract more talents to join the enterprise.The contribution of this paper is that built the drain of employees cost and forecast conception, made some operable measures to reduce the drain of the talents a11d retain the research employees, formed a set of employees retained measure, and supply a good human resource management platform for the further development of the company.
