The competition among enterprises is the competition on human resources in the final analysis. Currently, the survival and development for the private-owned small-and medium-sized companies in our country are in trouble as lack of human resources,and employees drain has become the important problem for private-owned small- and medium-sized enterprise. Therefore, how to attract employees and retain them constitutes a critical question concerning the human resources management of small- and medium-sized enterprises.Firstly, this paper explains the competitions of human resources and human resources management, and presents some theories about human resources drain and governance of human resources drain. Based on understanding of these theories, adetailed questionnaire is devised by utilizing Price-Mueller(2000) model in which the effect of environment variables, individual variables, structure variables and control variables on human resources drain has been analyzed. The key cause of employees drain of Shandong Daqian Co., Ltd. has been found. And the reasons for employees drain are reduced to organization factor and individual factor. This paper proposes corresponding countermeasures to control employees drain on the basis of human resources management theories and consideration of the reality of Shandong Daqian Co., Ltd.. In this paper, The findings of this paper can provide not only directions for Shandong Daqian Co., Ltd. in dealing with it's human resources management in practice but also references for other private-owned small- and medium-sized enterprises that take on similar background.
