Human resource is one of the basic functions of enterprise management. With the further development of the reform and opening-up and socialist market economy, the importance of human resource and its management has been recognized by more and more men of insight. Since the21st century, in the field of human resource management, knowledge management and people-oriented management have been paid more attention and the most important of human resource performance management is to inspire the enthusiasm and creativity of people and to give full play to people in the development of productive forces.In recent years, as laid out by the Central Committee, in order to build an innovation-type country and accelerate the transformation of economic pattern, it is of vital importance to rely on science and technology and enhance the capability of independent innovation. During the twelfth five-year plan period, our state will seize tightly the period of important strategic opportunities of science and technology development, fully enhance the capability of independent innovation, strive to master the key and core technology and integration capabilities, speed up the transformation of scientific and technological achievements into practical productive forces, enhance the industrial overall level of technology, and propel the economy and society forward on the track of innovation-driven and endogenous growth. This means challenges as well as opportunities to scientific research institutions. However, according to the current situations of performance management in most scientific research institutions, there exist a lot of problems such as the lack of correct understanding of performance management, the emphasis on evaluation than management, the unscientific index system of performance evaluation and the unsound encouragement system, which have affected more or less the healthy development of scientific research teams.Taking H research institution as its object, this paper begins with the studies of the present situations of performance management followed by the analyses of the problems that exist in current performance management system as well their reasons and then based on the advanced performance management theories home and abroad, by learning from successful experiences of performance management, tries to design a new set of performance management system that helps to reflect the real performance of each position objectively and arouse the enthusiasm and creativity of the researchers. By building a performance management system that suits H research institution, this research combines theory and practice together in a systematic way and is of certain reference value to other similar research institutions.
