As the lifeline of the national economy, energy problem has attracted extensive attention by the government and the community. Compared with oil and natural gas, which are more scarce, China’s coal resources have a comparative advantage, although its per capita reserves are not abundant, so that China has become the biggest country of the coal production and consumption, it is natural that coal industry become the foundation of China’s energy industry. Since2000, as the assets reorganization, mergers and acquisitions, restructuring steadily, a group of large coal enterprise groups has gradually formed in the coal industry of China, and the concentration is increasing, competition environment has been optimized, enterprise benefit has improved apparently. According to the China’s Twelfth Five-year Program, over the next five years, China will continue to implement the strategy of merger and reorganization, the formation of a more large coal group, further enhance the industrial concentration, to enhance the international competitiveness of China’s coal industry.This paper uses SCP paradigm of the industrial organizational theory to make a comprehensive and empirical analysis of the market structure, the market behavior, and the market performance of China’s coal industry, combining with China’s situation, the China’s Twelfth Five-year Program and the development of the world energy industry and so on, the author draw the conclusion that although concentration of China’s coal industry has increased, but it is still less competitive, and the structural reorganization is superficial, the investment of innovation of science and technology is insufficient, besides, problems remain in terms of the lack of talent, the management level is backward, the low level of the safety performance. Based on the above problems, the author tries to put forward the development direction and model of China’s coal industry, and the strategy and countermeasures that the country and the enterprises should take.
