The Performance Evaluation Mechanism of China’s Scientific Research Institutions(SRIs), in the framework of enterprise, go through with rewards dispensing based on average evaluation, payment based on contributions that ranking by assessment department or the leaders, evaluate by "de neng qin ji" without quantitative assessment, and daily assessment by prior commitment. At present, the awareness and daily operation of SRIs’Performance Evaluation Mechanism need to be improved, and these deficiencies become particularly prominent under the background of SRIs’ reform. The deficiencies mainly including:The subjective understanding is not good enough, the index is not scientific, the implementation is unsatisfactory, the feedback mechanism is not perfect, and the use of the result is insufficient.The goal of SRIs’ Performance Evaluation is to realize the strategic target of their staff and to improve their efficiency. SRIs must try their best to be integrated, their Performance Evaluation Mechanism need more targeted on sector-specific and personal aim, and need more flexibility at the same time. The traditional Performance Evaluation such as parallel comparison, hardness distribution, sorting, grading, poll, forced choice method, behavior observation assessment and so on, are not practical any more. And the management by objectives (MBO), key performance indicator (KPI), balanced scorecard (BSC) and360angle (360°) method will be more suited, but not directly applied.Combine the characteristics of the reform of SRI with the trait of Performance Evaluation methods, we found that, the method of "360°+KPI" will be more reasonable, Furthermore, the supporting measures of Scientific Research Institutions’ Performance Evaluation Mechanism should be improved, too. Improve the incentive mechanism, feedback mechanism can furthest stimulate the enthusiasm and creativity of the SRI workers.
