The first chapter, introduction section, focuses on the background of this paper, the definition of performance evaluation, research ideas, and research methods. The innovations and weaknesses are described too. The second chapter, relative literature review chapter, talks about the basic theory of performance evaluation, evaluation methods and results of previous studies. The third chapter introduces the four dimensions of Balanced Scorecard, the advantages of Balanced Scorecard, and the differences between the Balanced Scorecard method and the traditional method of performance management. In the fourth chapter, we take a rural commercial bank in Weifang City as an example to proceed with positive analysis. Firstly, we introduce the bank’s basic situation. The reform of employee performance evaluation in the rural bank makes reference significance for other commercial banks. Secondly, we talk about the selected indicators in the employee performance evaluation system in detail. The system is a result of the implementation of the Basic Scorecard when the rural bank reforms it’s performance evaluation. Thirdly, the recognition degree of selected indicators system under the four dimensions of Balanced Scorecard is investigated through employee questionnaire survey. The weight of each indicator in the index system is identified, too. At last, Balance Scorecard method is used to calculate and analyze the results of performance evaluation in the rural commercial bank in2010. In Chapter5, the effects of the performance evaluation system reform are summarized and evaluated. At the same time, we also point out the existing deficiencies when we implement the new system.
