According to the theory of System Management, organization is an opensystem which influenced by environment and in turn affects the environment.Every system collaborates and relies on each other. Therefore, enterpriseshave close effect with environment as open systems under the socialenvironment, and human resources management business as a subsystemunder enterprise, its management effectiveness directly influences the spaceof enterprise’ development. Logistics enterprises are no exception, as theimportant carrier of pillar industry for Dezhou city, every entrepreneur paymuch attention to the problem how much benefit made from human resourcemanagement business. Therefore, this paper took the evaluation of humanresources management level as a research, we can find some problems inprocess of human resource management by evaluation, and take appropriatemeasures to solve it, promote enterprise strategic objectives complete, at thesame time, the result of evaluation can reflect human resource managementboniness’ contribution to the organization, and finally recognized by theorganization. Based on this, this paper took this problem as research object,and combined with the characteristics of agricultural product processingenterprises to build human resource management evaluation model.This paper adopted qualitative and quantitative analysis combinationmethods, according to the ideas of system, dynamic, developing, and studiedthe research actuality of human resources management evaluation, analyzedthe development current of HRM in Dezhou city’ s logistics enterprises,pointed the opportunities and challenges, on the basis of problems in theprocess of HRM and characteristic of the logistics enterprises, built humanresources management evaluation model according to the method of fuzzymath and AHP, then verified the validity of model by empirical analysis.Finally, this paper provided some strategies and recommendations about how to promote the level of human resource management according to theproblems and evaluation results for logistics enterprises.The model of level evaluation built in this paper, can providequantitative evaluation result or reference not only for the logisticsenterprises’ human resource management, but also for the other areas oflogistics enterprises and other industries, so the research in this paper hassome theoretical and practical significance.
