The Research On Ordos Development In The Scientific Outlook On Development

Ordos (Mongolian transliteration, means large number of palaces in Chinese) is located in the southwest of Inner Mongolia Autonomous Region. It was an unknown place at the beginning of reforming and opening up, with low level of productivity and main economic indicators lagging behind the region. The fast development of Ordos began in the Eighth Five-Yeah Plan and accelerated during the ninth Eighth Five-Yeah Plan. After years of development, the comprehensive strength and social landscape of Ordos has changed so dramatically that it was honored as the one of the eighteen typical areas after reforming and opening up and one of the five areas leading in studying and practicing scientific outlook on development by the central government. Meanwhile, there has been controversy about Ordos’s development and it is widely popular that Ordos made fortunes by selling resources and garbed the living stuff of next generation as a result. The controversy reached its peak in2008when the world economic crisis and national macro-control policy had a severe impact on the development of Ordos. The negative issues such as enterprises under production, large-scale private loan, and serious bubble in real estate market have pushed this city to the cusp of public opinion.Since the scientific outlook on development was put forward in the Third Plenary Session of the Party’s Sixteenth National Central Committee, this perspective has become the main theme of the era and all levels of government have made every effort to put it into practice. As a resource type city with prominent typicality and representativeness, it is worthy to promote the scientific practices and experience accumulated over the course of its development while summarize the problems emerged in this process. In view of above, this paper attempts to in-depth study the Ordos development model with scientific outlook on development theory, aiming at sorting out its development path, analyzing the problem existed, revealing the experience and enlightenment. The conclusion may shed light on the future development of Ordos.
