Research On Sustainable Use Of Land Resources In Hainan Province

Food is staff of life and food planting is relying on land. Land is the basis of all human social activities and the necessary resources for human survival and development. In more than20years of being established as a province and special economic zone, particularly after the strategy of building up Hainan into an international tourism destination was approved by the central government in2009, Hainan has witnessed a rapid economic and social development, which has brought new opportunities for land resources development in the province. This also poses higher demand for the sustainable use of land. The traditional extensive land management model is facing the challenge of transformation. At present, the conflict between supply and demand of land resources is intensified, and how to correctly handle the relationship between development and protection and to achieve a great-leap-forward development with the limited land resources is a major practical issue facing the decision makers of Hainan government at different levels. Therefore doing research on the sustainable use of land in Hainan is of great significance for the sustainable social and economic development in Hainan.The paper made a study on the sustainable use of land in Hainan. By assessing the international and domestic research development on sustainable land use which provided a theoretical basis and method for the study, the paper made an analysis on the content and objectives of the sustainable development of land in Hainan. Through closely linked with the actual situation of Hainan, the paper analyzed the current situation of land use and its effectiveness in Hainan, and pointed out the problems existed in the land resources utilization. Furthermore, by taking into account the future demands, potential supplies and influential factors of sustainable use of land, the paper proposed the countermeasures and suggestions on the sustainable use of land in Hainan. The study results show that:(1) Hainan is rich in land resources, the province has favorable conditions and maintains a good ecological environment, the per capita use of land is rather big, but arable land per capita is less, the proportion of agricultural land and construction land is in line with the planning and development requirements of Hainan.(2) The existing problems of land utilization in the province are:the irrational structure and layout of land utilization; extensive land use model, low output and efficiency; lacking of long-term land management mechanism.(3) Forecast of construction land scale in Hainan:292,500hectares in2020,285,900hectares in2030; unused land potential is small, only 226,400hectares; intensive potential of construction land is171,400hectares; rural residential land consolidation potential is68,400hectares.(4) The resources, environment, economic and social factors have positive impacts but also constraints on the sustainable use of land in Hainan.(5) Recommendations:to improve land reserve; to integrate and coordinate regional land use; to develop multi-level land use co-ordination measures; to implement differentiated land use policies; and to make clear the performance appraisal and regulation mechanisms; to strengthen the intensive use of land; and to correctly handle the relationship between economic benefits and social and environmental benefits of land etc. The purpose is to enhance the sustainable use of land in Hainan, and to achieve the grand goal of building up the island into an international tourism destination.
