"A Map" Construction Of Land And Resources Of A City: Problems And Countermeasures

The eighteen Congress of the Communist Party of China put forward to promote simultaneous development of industrialization, informatization and urbanization, and take the information as the productive forces of economic and social development. Informatization of land and resources developed rapidly along with the progress and mature of GIS technology, database, network technology, information technology. "A map", an integrated platform for land and resources managements, is not only an important step for Information Strategy of the Ministry of Land and Resources, but also an important means for scientific, standardized, and refinement management of land and resources. Currently, the map has been primarily completed in Ministry of Land and Resources, as well as the cities with higher economic and information development. While the vast majority cities are still under construction. And there is only general framework, without uniform standard system and fixed construction pattern, since the natural and anthropogenic environment complexity of each city.This paper, take A city as an example, aim at analyzing the main problem and causes during the “a map” construction, based on integrated methods such as systems theory, information theory, literature comparison, field surveys and etc. At last, the corresponding measures are proposed to advance the project and achieve the desired goal.The main problems are as following:(1) professional personnel are inadequate;(2) funds deficiency;(3) the platform is imperfect;(4) the construction lag behind the schedule. From the view of management, the main causes of above problems are:(1) personnel structure is not reasonable;(2) limited fund sources;(3) platform construction scheme is not perfect;(4) information understanding insufficiency.After combination of theoretical and empirical, accessing relevant experiences from home and abroad, and according to the actual condition of A city, the countermeasures are proposed to solve above problems:(1) strengthen the construction of organizations;(2) broaden the funding sources;(3) perfect platform construction scheme;(4) enhance the information concept of both leaders and staffs;(5) promote "a map" data sharing and platform applications.
