Study On Safety Management System Improvemnet Of Hainan Airlines

With the rapid development of civil aviation industry in China and the fast growth of thetotal amount of air transportation, the airline’s safety management level is requested withhigher request. The establishment and implementation of aviation safety management system,which is suitable for China’s national conditions, is an effective way to implement the airlinesactive system safety management and reduce accidents as well as improve the level ofmanagement. Aviation safety management system includes four basic parts: safety policy,safety risk management, safety assurance and safety promotion. The four aspects are alsocalled the "four pillar", the core of the content is to maintain or reduce the injuries of peopleand loss of property risk to an acceptable level or below it through the continuous hazardidentification and risk management process by the aviation company. The construction andimplementation of safety management system is an active way to achieve safety systematicmanagement, anticipatory risk management and the closed-loop self-improving management,which has positive significance to promote the development of the world civil aviation.Based on the background of the domestic and foreign airlines construction andimplementation of safety management system, the essay is analysed safety managementcondition on present situation and the problems of the implementation of safety managementsystem of Hainan Airlines, which consist of aircraft maintenance security management, safetyinformation management, construction of safety culture, safety performance evaluation andhuman resources management. In the current situation the authors combined with HainanAirlines security planning and operation practice and put forward some improvement schemeon the analysis of its cause as to improving the safety management systems in five aspectsfrom improving the aircraft maintenance safety management system, perfecting the SMSactive reporting system, strengthening the culture construction, improving the securityperformance evaluation mechanism and perfecting the human resource management system.This paper focuses on using technology of IT to improving the safety managementinformation system, including developing hazards database,setting up the Prevent enginestoped management platform and improving safety information processing system so as toincreasing the ability of the risk control and reduce human error. In order to ensuring thesmooth implementation of the improvement scheme, formulated four supporting measures, including increasing safety input, leadership attention and full participation, advanced safetyconcept and organizational system guarantee. Finally, the paper analyzed the expected resultson five aspects from the economic effect, safety management performance, risk management,promoting safety culture and human resources managementThis aim of the thesis research is to increase Hainan Airlines safety management level,and improve the company’s security benefits so as to improving the competitiveness of thecompany.
