How to elevate management quality and competitiveness, change the rough management to fine management, to perform effective project cost management is also an urgent problem for medium and small-sized electric construction enterprises.With the background of reform of electric enterprises, this issue researches appropriate countermeasure for the problems, which currently exist in our project cost management, by studying Chinese and foreign works of project cost management and newest directives and politics, using method of comparative analysis and Method of literature. Through analysis, writer has acquired conclusions for problems in project cost management of medium and small-sized electric construction enterprises, and proved the impact coming with the electric market opening in the reform of electric enterprise and the reduce of construction profit.After analysis of foreign and domestic works, Writer has designed a system of measures for project cost management, which would provide the writer’s view of cost management in medium and small-sized electric construction enterprises, by whole cost management and the reasonable distribution of personal, mechanical and material costs. At last, writer takes the construction project of220kV substation of company of TYH as an example to prove the necessity of the system and amend the system with practical problems. It’s verified and proved that cost management is more and more important in electric engineering enterprises. The new cost management system needs further validation and improvement.
