With the sustained and rapid development of our country’s economy, the demand for electric power is increasing year by year. In order to develop the national economy and the industrial and agricultural production, people continue to increase investment in power construction, so the association is increasing in power construction and social economic development. Traditional project management only pays attention to the initial investment in building control, but ignores the engineering in the subsequent stages of construction, operation and maintenance stage, until the cost of inputs required in the scrap removal stage, there is no project management perspective from the life cycle, which leads to the increase of total life cycle cost of engineering project and effects the benefit of investment. For the sustainable development of the national economy, the electric power construction should not only consider the initial cost of construction projects, but also considering the energy consumption, operation and maintenance costs and the impact on the environment. Therefore, substation project life cycle cost management is very necessary.This paper first explains the relevant theoretical research of the life cycle cost management of electric substation construction project, and then introduces the current situation and existing problems of substation project life cycle cost management in our country and gives the solution. In this paper, I use the 110kV substation as the object of study and apply the life cycle cost (LCC) method and theory to the design and management of substation engineering project. Respectively, from the aspect of the various stages of the substation project life cycle cost management specific content and full life-cycle cost management, full life-cycle basis, total life cycle cost analysis and the results were studied. Based on the substation project equipment management, equipment selection scheme, selection scheme comparison of several aspects of the whole life cycle cost analysis, which ensuring substation project life cycle cost optimum. Finally, the effects of improving the implementation of the project costs were evaluated in the paper. The evaluation results show that the effect of the substation project cost management after implementation to achieve the desired objectives.
