| Self-generation power plant is the organic component of electric power industry in China. Its operation should be followed the principle of orderly, economical and development-Sustainable. Although it has played a positive role in social economic development, self-generation power plant has many problems disobeyed the rules of standardized operation. For example, voluntary startup and shut down, inefficient generating, overloading the reserve capacity, even supplying electricity without permission and so on. Particularly, small-scale self-generation power plant have problem of energy-saving and environment owing to its higher coal consumption rate, overproof of pollutant discharge and so on. Effective countermeasure and method to monitor and regulate the behavior, promote the healthy development of self-generation power plant is needed to study.According to the development history and running status of self-generation power plant, the paper summarizes the relevant policies and rules, analyze the source depthly, and find out two seasons of these problem. One reason is inefficient policy implementation and control, and also lacking evaluation system which offers the support of the principle; Another reason is lacking effective technical ways to support implement policy, so it is difficult to get real data and evaluation results.Based on above analysises, this paper studies and provides comprehensive solutions to regulate the behavior of self-generation power plant. Three measure combined technical solution with management solution, are putted forward to implement the effective supervision and promote the orderly development of the self-generation power plant;Firstly, strongly management measures are introduced to forbid phenomenas such as unlicensed vendors, substandard operation level, extending supply scope without permission; Secondly, studying the evaluation system of energy-efficiency and environmental-protection to quantity operation level of self-generation power plant; Thirdly,establishing on-line monitoring and index system to get running data, analysis and compare real data to standard value, and obtain the result of objective evaluation of self-generation power plant.The evaluation system of energy-efficiency&environmental-protection and on-line monitoring and index system, are the organic ingredient of countermeasure to self-generation power plant. This paper chooses the classic index about "energy-saving"ã€" cost reduction"ã€"emissions reduction", and study synthetically to establish the evaluation system of energy-efficiency&environmental-protection; Surrounding the principle of on-line monitoring and index system, This paper accomplishes the network architecture design including logical construction of the software, design of local data collection programme, data remote transmission programme and monitor management center.On-line monitoring and index system can monitor generation of the power and FGD, evaluate the energy-efficiency&environmental-protection level, acquires electrical energy data automatically, grasps distribution of energy comprehensively and provides the scientific quantized monitor method for the department of electric power. |
