| Jiangxi province industrial park started in1991, and has developed around Jiangxi province since2001.Now there are94industrial parks in the whole province which are above the provincial level, there are3industrial parks which are national high and new technology industry development zones,6economic and technological development zones,4export processing zones,81provincial industrial parks. It initially forms the pattern that national development zones are leaders, provincial industrial parks are the basis, multi-level and multi-function construction development. By2010, the industry’s main business income was983.27billion yuan, the industrial sector was230.99billion yuan,over taxes was380.1billion yuan. The industrial sector of industrial parks accounted for66.3%of GDP in the industry, to allow for the industrial growth contributed up to75.8%; A tax payment makes up30.1%of the provincial total fiscal revenue.Industrial parks has become the main base of our province further opening and promoting industrial concentration and project. Industrial parks play an irreplaceable part of promoting economic development and rising economic foundation solidify.On the one hand,we should affirm industrial parks’status and role, on the other hand,we should pay attention to the problems,for example,Jiangxi province industrial parks management system are generally not smooth, management authority not sufficiently, practical boundary is not clear, hidden pressure of social management. With the development of China’s reform and opening, especially China’s entry into the world trade organization, external environment of industrial parks has changed, The policy advantages and system of industrial parks are gradually weakening, assimilating and disappearing. Industrial park management system is near to the general administrative areas. And the difficulties and pressure of developing to a higher level is increasing. Especially at present, Poyang lake ecological economic zone planning has risen for national strategy,we made a three-year plan for developing industry in Jiangxi province,as the main industry in the industrial parks, and realize the great-leap-forward development is more and more outstanding. But creating industrial parks’management system, making it adapt to economic development and continue to maintain efficient operation efficiency and making new greater contributions to the economic and social development to become problems that need careful research.This paper is made up of six parts. Part one is about the background, significance, and research method and the research content and innovative points, etc. Part two is about the definition of the industrial park and management system of the core concepts,summary of the related research theory, this paper expounds the development process and the development of the management system and basic type of domestic advanced industrial parks management experience, etc. The third part is mainly about the analyzing the status of Jiangxi industrial parks’management system, including industrialzones’development course, present situation of industrial parks’management system, the problems of industrial parks’ management system and the cause analysis of problems, and putting forward the factors of Jiangxi industrial parks’management system innovation. The fourth part is about the empirical analysis of Jiangxi small blue economic development zone’s management system.It introduced development basic situation and management system present situation and characteristics of small blue economic development zone which is in less developed.The analysis of small blue economic development zone has under the system of management problems.The fifth part combined with the actual situation of Jiangxi industrial parks and put forward the Jiangxi industrial parks’management system innovation policy suggestions.The final part is the conclusion.It summarized the main content of this thesis and gave some advice on further research. |
