Regional innovation system(RIS) have raised more and more concerns around the world. How to establish and improve RIS used for improving the regional ability to innovate is a major problem for government. Promoting science and technology into the industrial park(PSTIP) of Jiangxi helps the regional economy of Jiangxi develop rapidly. PSTIP of Jiangxi becomes a strong driving force of science and technology to lead the economic development of Jiangxi. Therefore, to improve the efficiency of RIS, it is very necessary to study on the mechanism of PSTIP of Jiangxi.This paper discusses the progress of domestic and international theories of PSTIP and RIS. According to the results of discussions, the strategic significance of PSTIP enhancing the efficiency of RIS is proved, and the motivation, basic approach and operational mechanism of PSTIP are introduced. At the same time, the combined effect of PSTIP in the manifestation of the investment in science and technology, science and technology output, economic efficiency and social benefits, and the comprehensive evaluation index system design technology park, and the analytic hierarchy process quantitative analysis of the impact of science and technology park effect eachthe importance of the factors, and then establish scoring criteria Pingxiang City validity of the science and technology park, evaluation, and analysis of Pingxiang City technology park project in talent and services exist. Finally, based on the above analysis, the proposed countermeasures and suggestions to further enhance the scientific and technological park service functions, and improve the efficiency of regional innovation system.
