Country Village The Whole Village Support Policy Research

Eliminating poverty is one of major tasks of mankind. Alleviating poverty in rural plays an important role in China who is a great agricultural country. Though it is credibly difficult, Chinese government has always taken eliminating rural poverty as a major duty and achieved great succeses through hard work guaranteeing profavortable conditions for China’s econmic developing smoothingly in a stable and steady society.Since the Du Long Jiang road opening in1999, Kong Dang village has got lots of connections with outside, and Du Long Jiang county developed rapidily making this road the first traffic hub in its histry of the county. In2005, a developing plan to help the small population nationalities from2005to2010was made by many departments of Chinese governments, which are the State Ethnic Affairs Commission, the national development and Reform Commission, Ministry of finance, people’s Bank of China, the State Council Office of poverty alleviation, to implement particular policies and measures to help develop the rural areas concentratingly. In response to the national policies, Du Long Jiang county first returned the farmland to forest in2003to2004and completd the job in2010basically. In2003, a working team was established in Du Long Jiang county to implement the assistance and improving policies and the economy of Du Long Jiang county was developed rapidly. The assisting jobs were carried out in a good order thanks for the continuous efforts of Gong Shan Xian county government, Du Long Jiang township government and the village committee. These constructions of new rural area resolved housing problems for the residents of Du Long Jiang county, and at present many public infrastructures are being built to improve people’s living conditions in electricity using, drinking water, traffic, communication, medical and health, education and so on. This paper mainly studies the implementation process of poverty alleviation policies in resent years. It researches the improving and assistance policies of which the main idea is taking a village as a developing unit, analyses the problems and achievements in the implementing process and puts forward practical solutions to the problems.This paper shows that in the new period the impoverished problems are still serious in China especially in minority areas in western China, and maintime implementing the poverty alleviation policies in China has a far way to go. Basis on these cases, the author hopes the experiences and lessons gained in the process will be helpful for the future poverty alleviation work in ethnic regions in western China.
