Study On Regional Tourism Cooperation Model Of Western Yunnan Ethnic Regions In Vision Of The Scientific Development Concept

It is an inherent requirement of the Scientific Development Concept to change economic growth patterns and make overall regional development strategies. Implementing the "Two strength, One bridgehead" strategy is the embodiment of realistic requirements for Yunnan’economic social and scientific development. Tourism resources of Yunnan is unique and distinctive, having most comparative advantages. Yunnan’s tourism industry has wide space and advantages for sustainable development and is becoming the leading industry in the process of implementing "Two strength, One bridgehead" strategy. It has played and would play a very important role in carrying out Scientific Development Concept, changing economic growth patterns, coordinating urban-rural development, improving living standard, enlarging opening up to outside world and some other aspects. Western Yunnan is located in the forefront of the Bridgehead with the richest and most distinctive ethnic culture and ecological resources in Yunnan province. It is a significant development strategy determined by Yunnan Provincial Committee and the Provincial Government to promote Western Yunnan’s regional tourism cooperation and accelerate its tourism development.Western Yunnan is rich in tourism resources but across administrative areas is a very prominent feature. Usually, tourism resources is not belong to only subject and different district has its own tourism development plan and this unavoidably results in destructive and repetitive exploitation to shared tourism resources. In order to effectively utilize and protect cross-district tourism resources and to turn resources advantages into industrial advantages, it is necessary for government, market and community multilateral to game, and the effective Western Yunnan tourism resources distribution internal mechanism, economy circle should be established. The key to promoting Western Yunnan tourism development is to realize regional tourism integration. Because many tourism resources of Western Yunnan are located across administrative areas, some famous tourism brands such as Three Parallel Rivers Region, Ancient Tea Route are usually include the whole region. But as each administrative area has its own tourism development plan, these shared tourism resources usually can not be protected and utilized effectively and some even have been greatly destroyed in its integrity and value. In order to solve above mentioned problems and fully take tourism brand advantages," Tour of Dali","Tour of Lijiang","Tour of Shangri-la","Tour of Nu Jiang","Tour of Tengchong" which are popular in present tourism market must be integrated into a big tour circle " Tour of Western Yunnan". On the basis of combining natural and cultural tourism resources, to build two tourism brands---Big Western Yunnan National Park and Big Western Yunnan National Ethnic Natural Museum of Folklore. To establish Big Western Yunnan Tourism Cycle by re-positioning each administrative area’s role and re-planning regional tourism development according to the regional tourism integration development conceptThe contents of the study include:first, did systematic investigation on related problems about cross-areas tourism brand establishment, cooperation and competition between government and nongovernmental organizations, cooperation and benefit share between stakeholders of tourism resources by on-site visit, questionnaire, interview, internet and so on; second, having systematically understood and mastered national laws and regulations on national tourism resources management and regional economic cooperation as well as regional institutional innovation by document and case study; last, On the basis of above mentioned research results, systematically analyzed tourism resources development conditions, limitations and feasibility of each areas of Western Yunnan and summarized inner mechanism to harmoniously protect and develop cross-area tourism resources. At last a new way of thinking and model was put forward to protect and utilize Western Yunnan tourism resources.
