Research On Industrial Undertaking Of The Western Region From The Perspective Of Scientific Concept Of Development

In recent years, the economic phenomenon of industrial transfer has attracted wide attention of scholars working on economy. Industrial transfer is a process during which some companies in developed regions make inter-regional direct investment and transfer some of their industries to developing regions in order to conform to regional comparative advantage. Since Reform and Opening, the economy of eastern coastal areas has developed rapidly. However, with the rapid economic development, the eastern regions gradually lost their resources, labor, land and other advantages. The production capacity accumulated over many years of rapid economic growth causing the eastern regions can not find the external demand and has the urgent need of seeking the release of space. All mentioned above have forced the eastern regions to accelerate the pace of industrial restructuring, and formed the intrinsic motivation of industrial transfer. In addition, the financial crisis has also forced the industrial transferred from the eastern regions to the western regions. The undertaking of industries for the western regions must be based on the guidance of scientific concept of development, and the new trend of industrial transfer must be accurately mastered, conformed to it and planned positively, identify the focus of industrial transfer, carefully build and create undertaking platform, optimize undertaking environment, and implement targeted measures to seize the initiative opportunities of landing rights in the fight of industrial transfer projects, so as to undertake the industrial transfer effectively, promote breakthroughs in the development of industry and to achieve their own development and positive interaction, and finally win more space for development in the new round of Opening up.This paper focuses on and the solutions on them under the guidance of scientific concept of development. First of all, this paper describes the research background and significance of the study, research status in and abroad, research contents and methods. Secondly, to tease out the theory inheritance of scientific concept of development through the analysis of Marx, Engels, Mao Zedong, Deng Xiaoping and Jiang Zemin's concepts of scientific development. Thirdly, from the perspective of the scientific concept of development, this paper analyzes the problems produced by the undertaking of industrial reinsert of the western region and gives the principles and suggestions. Finally, the thesis illustrates how to solve the related problems brought by the industrial transfer undertaking under the scientific concept of development in practice. This chapter focuses on the theory of scientific concept of development from a source depth and scientific understanding. Through the summarization of Marx, Engels, Mao Zedong, Deng Xiaoping and Jiang Zemin's concepts of scientific development and finally describes the scientific concept of development is the heritage and innovation of Marxist concept of development . This chapter provides a theoretical basis for later chapters.Chapter Three: Undertaking Industrial transfer of the western regions under scientific concept of development. From the perspective of scientific concept of development, this chapter points out a series of problems that arise in undertaking Industrial transfer of the western regions: the further widen of economic gap from the eastern regions and some industries undertaken are with high pollution, high emissions, the low total investment, and the difficulties of bringing in new technologies. Analyzing the potential risks brought by land, resources, ecological carrying capacity of undertaking industrial transfer of the western regions, the inadequacies of western region local government cooperation mechanisms, the lack of undertaking industrial transfer functioning and the disadvantages of creating multi-faceted industry contacts. This chapter begins with the environmental capacity issues, analyzes the relationship between economic development and the environmental capacity, and how to solve the conflict between the environmental capacity and economic development for government under the guidance of scientific concept of development. Finally, this chapter suggests on how to avoid, prevent and resolve the risks in undertaking industrial transfer.
