In order to solve the problems of economic developing, previously, we have been strongly taken the labor intensive industry introduce into our country. However, with rapid of economy developing, labor intensive industry more and more inconformity to the reality of China’s economic environment, and have conflict to the strategy that our country strongly advocate the sustainable developing strategy. Therefore, conduct that industrial transfer and industrial upgrading have been encourage and support from our government, Especially after the global financial crisis, Chinese government have speed up the rhythm and pace of the industrial transfer and industrial upgrading.For instance as Wang He industrial corporation. We have find out causation of the Wang He corporate operated performance decline after analysis of the change of the external economic environment and internal operated environment on Wang He corporate. For enable the company to continue to surviving and developing, what kind of strategy management should adopt in the future corporate operation.The first, this paper reviews of the industrial revolution since, find out the trend of the global industrial development and the changes of the industrial transfer. Put forward labors supply ability deficiency judgment after analysis Chinese labor supply situation, Pointed out the government industrial policy is that energetically advocate and support enterprise to operate the technology intensive, capital intensive industry developing.
