Regional Industry Transfer To Promote Industrial Upgrading Research

In the background of the new adjustment of the domestic industrial structure, many areas in China upgrade the local industrial structure by transferring industries. This study, using induction method and deductive method, normative analysis and empirical analysis, qualitative analysis and quantitative analysis, discusses the connotation, the types and the effects of the regional industrial transfer, analyzes the mechanism of action of the regional industrial transfer to industrial upgrade, then taking the industry receiver and the industry transfer as objects, selects their proper transfer industries. This study has the important theoretical significance and practical significance for the regional industrial transfer in China.The main content of this paper are that describing and evaluating the domestic and foreign studies for industrial transfer and industrial upgrade at first, which provides the substantial theoretical basis for analyzing and solving problems. Second, analyzing the connotation, the types and the effects, especially the positive effects and the negative effects of regional industrial transfer, of which forming preliminary understanding. Third, analyzing the mechanism of action of regional industrial transfer to industrial upgrade through the industrial structure, the industry chain and the industrial cluster, finds that regional industrial transfer can not only promotes industrial upgrade, but also can restricts it. Fourth, studying the way of industry transfer promotes industrial upgrade. On the basis of analyzing the process of industry-transfer which contains three parts:"industry selection--industrial transferring--industry cultivation and fusion", the paper emphasizes that the industry selection is the key step to promote industrial upgrade. According to requirements of industry transfer and standards of industry selection, chooses the proper industry for the transfer and the receiver. Fifth, using location entropy and its dynamic form, analyzes the proper types of industry of Shaanxi province and the east areas of China, further validates the theoretical results of the paper.The conclusion of this paper is that, regional industrial transfer has positive effects, which contains resource inflows, technology spillover and associated driving etc, and it also has negative effects which contains resources loss, hamper innovation and environmental pollution etc, it will cause different actions to industrial upgrade through the industrial structure, the industry chain and the industrial cluster. Therefore, it must be in strict accordance with the basic requirements and standards, chooses suitable transfer industry, so as to ensure transferring industries smoothly and promoting industrial upgrade finally while avoiding the restriction on it.
