China Tietong Under The Charge Supervision Strategy Research On The Charge Management Strategy

This article conducts research on the charge management strategy of China Tietong based on the command economy theory and the telecommunication charge supervision policy. The article, implementing the Notification to Further Strengthen the Telecommunication Charge Supervision (Document No. 204) jointly released by the Ministry of Information Industry and the State Commission of Reform and Development as the contact point, focuses on the influence of Document No. 204 and the future charge supervision policy on basic telecommunication enterprises by analyzing the telecommunication charge supervision policies of different periods along the path of our telecommunication development history and raises the charge management mode and principle based on the charge supervision policy by analyzing the macro and micro environment. With the position of China Tietong at the current domestic telecommunication industry in mind, it also puts up the charge management problems facing China Tietong at the present stage, makes up the resolution strategy and predicts the charge management trend and developing direction of the telecommunication enterprises charge management.This article is mainly comprised of the following parts:The first part implements the issuance of Document No. 204 as the contact point to work out the fundamental change of the state charge management mode from the document and the induced charge management problems of the telecommunication enterprises then brings forward the research clew and frame of this article focusing on how to resolve the problems.The second part straightens out the gradual transition of the state telecommunication charge supervision policy by analyzing the charge supervision policies of different periods. It presents that under the socialist market economic structure with Chinese characteristics it is the specificity of the charge supervision policy that generates essential influence on the state-owned leading telecommunication enterprises according to the view point that China' s telecommunication market that features dualistic structure and the micro economy base that features state owned assets jointly determines the specificity of China' s telecommunication supervision. Such influence plays an essential role in the development of the state-owned leading telecommunication enterprises in macroscopically while creating 4 major problems for the charge management in micro scope i.e. the contradictions between the enterprise and government, the enterprise and the subordinate, the enterprise and other telecommunication enterprises and the enterprise and clients. The charge management at the enterprise group level is the core of the 4 contradictions.The third part concludes the charge management characteristics based on the charge supervision policy and the mode and principle for the telecommunication enterprise charge management, i.e. the telecommunication enterprise charge management should be combined with the telecommunication administration policy, enterprise development strategy and marketing strategy to establish 4 systems to resolve the latheral and longitudinal contradictions ( management system, supervision system, price system and internal balance system) and enhance, complete 3 systems ( charge system, charge review and management system and decision support system) and improve the charge management ability of the telecommunication enterprise in full.The fourth part states that China Tietong as a new riser in the telecommunication field is relatively weak in the market share and user numbers, business types and competitive strength. The ill effect of the transition of the telecommunication charge supervision policy on it is even more obvious. With regard to China Tietong' s charge management, this part works out the charge management resolution strategy for China Tietong in charge management system establishment, management mode, charge package design and so on abiding by the telecommunication enterprise charge management mode and principle.The fifth part makes a conclusion on the charge management under the charge supervision policy and predicts the charge management trend and developing direction of the telecommunication charge management.
