Research On Agent Construction System Management Model Of Highway Project

As China's economic development and investment in infrastructure projects of the state increasing, our country's expressway project has also developed rapidly. However, traditional project management is applied in most of the construction of highway projects, namely project command department or project legal person responsibility system. There are many disadvantages in traditional project management applications. Therefore, we need discover a new, more scientific project management model to replace the traditional project management model. In 2004, our country proposed to speed up implementation the "Agent construction system" to the non-profit government investment projects in《The decision on reforming of the investment system》. That means, professional project management company should be selected through bidding, which will be responsible for the construction and implementation of the project, including investment control, quality control and duration control. After the construction of the project completed, the project will be transferred to the government. The efficient application of the model has solved many actual problems during construction period, and improved efficiency, as well saved cost.Based on this, by researching the results of scholars at home and abroad, this thesis focuses on analysis the effective of the construction of highway projects with different project management modes, and summarizes the shortcomings of current highway construction mode, and proposing that the Agent Construction System mode is the trend for the highway construction project in the future of our country. Afterwards, the paper researches the meaning and the operation mechanism of Agent Construction System Management. The research result provides a scientific theory for our government to choose a right agent company. Finally, for the example of the Agent Construction System Management mode of PuNan Highway Project, based on the introduction of PuNan Highway Project, the author analyzes the advantages and disadvantages during the process of the project by using the Agent Construction System, and gives the relevant policy and proposals, so as to provide the theoretical and practical foundation for using the Agent Construction System to highway construction project in our country.
