Study On The Problems In The Fees Collection Of Highway

The construction of the highway makes a rapid progress with the highspeed development of society economy. Now the highways mainly constituted with national ways have already been primary constructed in our country. Most of the highways were constructed by the method of loan fees owing on the loan after construction due to the needs of a lot of money on itself construction. So about 90% highways adopt charge policy after the highways have already been constructed. The policy of loan fees owing on the loan after highway construction has significant effects on the developments of local road constructions, integration traffic transportation systems and the society economy. However, a lot of charge highways were built mainly depending on the bank loan because many local governments devote a little money on the highway construction. The scales of the charge highways are too big and overtake the capacity of its finance and resources, which increase the society cost, the debit and resource risk. Now the highway charge management is in its beginning stage and its experiences is very short. How to improve the quality of highway charge management and the benefits of highway are important challenges for the highway management. So investigating the highway charge management problems has good concrete signification on the highway management criterion and the highway healthy development.The general theory of charge management was first introduced and the emergence and development history of the highroad (bridge) general charge institution was specially introduced in the paper. The problems in the highway charge management including the high toll, the long charge term, the different charge standard, the irregular charge authority alienation, the irregular toll station setup and the low charge efficiency were earnestly analyzed and their causation that induce these problems were also carefully analyzed. The results show that the deficiency of present laws and rules, the benefit drive of local government, the lag of charge methods were the mainly causations. At last the countermeasure and suggestions of solutions were put forward according to five aspects. Improving the charge laws and rules, inspecting and rectifying the present toll stations, strengthening the society supervision, adjusting the highway charge standards and improving the highway charge methods are the better solutions on the present charge management.
