Abstract:Since entering new century, technical progress and innovation has become the resource of promoting high economic growth. Almost all the countries rely on technological innovation to achieve the effective allocation of resources and promote economic development. This will more and more become the strategy choice to enhance national power in the world. As the key pillar industry, the Chinese automotive industry gets very rapid development, and has great strategic significance for our country. Therefore, our country has published a series of auto industry policy to adjust, encourage, guide and promote the health development of the auto industry. These policies provide the important guarantee and support to technology innovation. This paper should do the research issue that the enterprises implement the policy effectively and achieve the anticipated effect or not. Through related data analysis of our country automobile industry, this paper measures and inspects policy value and implementation, so to determine the related policies continuing, adjusting or ending. As a result, the implementation effect of automobile industry policy is a very important link in the Chinese automobile industry.On the basis of theoretical introduction and literature review of technological innovation, technological innovation policies and policy evaluation, this paper uses the method of combining qualitative and quantitative analysis to evaluate the effect of Chinese automobile industry technology innovation policy. First, classify and discuss a series of policies to promote technological innovation, preliminary qualitative overall assessment of technological innovation policy, the paper suggests that industrial structure optimization policies achieve substantive results and our industry has initially formed the structure of large-scale backbone enterprises; independent intellectual property rights policy has been implemented, the number of patent applications have increased year by year; the creation and development of national brands drive the whole industry under the encouragement of taxation, energy conservation, and government procurement policies. Secondly, this paper selects meaningful indicators and builds evaluation index system, using fuzzy comprehensive evaluation method and entropy weight method for quantitative evaluation of the effects of policies of the technological innovation of Chinese automobile industry. Based on the findings from the data, the overall aspects of technology innovation policy implementation effect of Chinese automotive industry has been well year by year, the most prominent in2009and2010; economic benefits, in addition to decline in2004and2008, the overall trend is upward; technical input, expect being low in2004,2006and2008, the overall trend is still rising; technical outputs, the growth does not appear to fall. Therefore, the results of the study are:the effect of related policy implementation of Chinese auto industry is well, and can be continued. The five major polices all play an important role. The index score compares apparent before and after the introduction of these policies. However, there are also some problems, such as biased of government investment and insufficient innovation.Based on evaluation results and problems, this paper proposes five suggestions respectively to improve the technical innovation of Chinese auto industry policy:improve a fair and open car market competition environment, speed up the adjustment of the automobile industry structure in order to prevent overcapacity, increasing financial input on the car of private enterprises, government should purchase more independent brands, introduce and cultivate automobile production and technological innovation talents.
