Research On Operation And Efficiency Of Rural Social Security In Jianesu Province

The establishment and improvement of the social security is a long process. After years of development, the social security systems for urban working people have been established step by step, which including basic endowment security system, basic medical security system, maternity security system, unemployment security system, injury security system and minimum living security system. However, the construction of rural social security system has been limited developed because of the existence of dual economic structure in China.It is not only the farmers’ basic rights can not be maintained, but also restricting the development of rural economy and rural social progress. Research on the rural social security has great practical significance and historical significance on solving’San Nong’problem.This paper is based on Marxist social security theory and welfare economics theory, adopting qualitative and quantitative analysis、normative and empirical analysis to introduce the development of rural social security in Jiangsu province during the’Eleventh Five Year Plan’ period and try to analyze the rural social security level and realization by establish an indices system, meanwhile, compare the rural social security level with the urban social security level, and then use DEA to analyze the operating efficiency of the rural social security in order to see if the input produce a corresponding output, if can produce more output by improving the operating efficiency. This study finds that the target of rural social security in Jiangsu province has been achieved basically,the trend is shrinking although the gap between urban and rural social security still exists,the operating efficiency of rural endowment security system has great difference, for example, it has a decreasing trend in2007and2009, at the same time, the rural minimum living security and rural medical security have a greater efficiency. At last, sum up the problems and make some advices by analysing of target achievement and operating efficiency.
