Study On The Rural Social Security System In Jiangsu Province

Our country has made a great progress in economy which has brought opportunities for residents to enjoy the social progress.The urban social security system has been more and more perfect.And this has been identified by the vast network of the social relief,the social insurance and the social welfare systems in cities.Compared with that in developed countries,the social security system is not far from perfect in our cities where the residents are very relatively lucky with rural counterparts.There are different policies between rural and urban areas which are severely separated in economy,culture,education and public facilities,consequently also true for the disparity of social security systems between urban and rural areas.So more measures should be done to avoid the more disparity in the future.In the first place this article has conducted the analysis of the concept of rural social security system its content.And then this particle has explored the current situation of rural social security system and its limits based on the analysis perspective of the theory of productivity and the relations of productivity,the Marxian social security theory,the theory of welfare economics and the theory of Keynesian effective demand.The differences of the social security systems between rural and urban areas has also been explored carefully based on the analysis of these theories.In the end,the article has summarized the experiences from the rural social security system in Jiangsu province.This article consists of six parts.The first part has summarized the basic methods of research and the new ideas of rural social security system in this article based on the analysis of the meaning and background of this article.And the research in this article has been conducted associated with the theory of productivity and the relations of productivity,the Marxian social security theory,the theory of welfare economics and the theory of Keynesian effective demand.The second part has introduced the basic concepts rural social security system and its content which are the concepts of social security,social insurance,social relief and social welfare.And this part has been the primarily centered on the fundamental analysis of the theories,leading to the description of general introduction of social security.The third part has described the current situation of rural social security system in various aspects in Jiangsu Province.Firstly,it has introduced the New Rural Cooperative Medical System in Jiangsu Province and the consequent benefits for rural residents and its shortcomings.Secondly,it has introduced the Rural Resident's Minimum Living Security System in Jiangsu Province and its assessments.The last section of this part has introduced the social security system of Land-lost Peasants in Jiangsu Province.This part has presented the whole actuality of the developments of rural social security in Jiangsu Province and its loopholes and defects.The fourth part has conducted the research of disparity of the rural social security system between the southern and northern parts in Jiangsu Province.That the establishment and improvement of rural social security system in the same province yet where economic disparities have been severe could be an example for the whole country.And these suggested and meaningful measures are characterized in the difference of the models of management and supervisions,the difference of coverage,the difference of criterion of fundraising and compensating,the operating models of rural social security systems in different areas in Jiangsu Province where a better rural social security system could be improved.The fifth part has studied the problems of rural social security system in Jiangsu Province.And these problems include the segmentation,the low level of coverage,the funding gap problem and the coordinated measures of the rural social security system in the Province.The sixth part parity of the whole society with the government transfer covering the majority of low-income groups.Hat the study of the social security system in Jiangsu Province could be a reference which can be used by the relatively backward provinces in the mid-western provinces in China.It is a manifestation of the improvement of people's lives to establish and improve the rural social security system in measures should be done to improve it.Economic crisis has had a great impact for our economy.However,it is fortunate that State council has set up a new health care reform program to increase the input for health care and social security to stress the responsibility of the government.With the rapid economic development,there are more and more land-losing farmers whose social security problem has been concerned more and more seriously.The Government has the responsibility to safeguard the interests of the land-losing farmers to assure that they could have the income security after losing their lands.In the process of land acquisition,there is nothing more important than the market transparency and information asymmetry which could be the guarantee of interests of balance to assure the social justice.
