Since Commercial Bank of China was created in1897, Private Bank of Modern China has become a fast growth in modern history. The recruiting, cultivating, appraising, inspiriting are primary problems that must be solved for Private Bank of Modern China through development in the intense market competition.There are many historical factors affecting Private Bank of Modern China in its development and many fields are worth researching. Unquestionably, the study of personnel management as the internal factors has great historical and realistic significance, which is a matter of personnel management system historical representation, of exploration on development course of human resources management theory in early China, of the reform and innovation in human resources management theory during Contemporary China.This paper discusses Private Bank of Modern China’s developing process of personnel management system in five chapters. From the following aspects: background, clerks recruitment, training, performance management and compensation and benefit Private Bank of Modern China, the paper shows the framework and forming process of personnel managementChapter one, based on a summarized account of current status of personnel management in Private Bank of Modern China, studies its social background, analyses the practice foundation of personnel management system, traditional thought and modernization. Chapter two, mainly discusses the methods and means of recruiting and selection in Private Bank of Modern China by detailing recruitment policy, recruitment process, recruitment methods, and the content.Through the analysis and contrast of others, the chapter points out that how to lay foundation of human resources for its development and gain advantages in the competition with traditional and financial institutions, foreign bank.Chapter three, probing the means of training, shows that training not only inherited the traditional methods, also blended western training philosophy. From training policy, training methods, training content and training institutions, the chapter analyses the causes of the training system in depth. Based above research, the chapter points out the characteristics of the training, and analyses the influence on competitive edge.Chapter four, mainly focuses on daily management and performance appraisal system, involving a sketch of the leave system, attendance system, and emphasis on performance appraisal system, methods for performance appraisal, evaluation procedure, appraisal cycle, performance appraisal index, the uses of performance appraisal and etc, the chapter analyses reasons as well as the influence on the development of Private Bank of Modern China.Chapter five, based on the structure of compensation and benefit system, discusses its functions and influence on promoting the development of Private Bank of Modern China and adjusting the relationship between bank and clerks.The reasons for Private Bank of Modern China’ start, produced in the unique historical environment, are invasion of foreign capital and motive of foreign Banks’ huge profits, more than economic internal development needs. Accordingly, the personnel management system developed with characteristics of the times. Inheriting tradition, Private Bank of Modern China absorbs new ideas of personnel management theory in Modern western commercial Banks. Despite all kinds of shortcomings due to limitations of historical conditions, its emergence and development offer a empirical support to the study on localization of contemporary China human resources management theory and provide reference for the human resources management theory to innovate and develop.
