Under the background of global warming, low-carbon economy became a new economic development model which human beings facing the contradiction between resources environment and economic growth. Northwestern region is a vital factor for future national economy growth as a very important economic zone in China, yet, its industrial stricture is still a kind of high-carbon and high-emission situation. How to adjust industrial structure which in order changing the situation from high-carbon and high-emission to low-carbon, also low-emission is an urgent and key problem that northwestern faces.Because regional economy is a complicated integration which interactions are quite tight among industries, then, through the process of adjusting industrial structure, it requires not only considering the differences of carbon emitting between different industries, but also the interactions occurred from the aspect of industry interlocking. Therefore, using co-integration test, analyses the effect of carbon emitting according to the changing of the northwestern region’s industrial structure, then, by building northwestern region’s input-output model, calculating22industrial effect coefficients, employment effect coefficients and carbon emitting effect coefficients. The result finds out that carbon emitting amount has a long term stable equilibrium relationship with the ration of three industries, also, industrial effect coefficients, employment effect coefficients and carbon emitting effect coefficients are different among different industries. Amid industries, the rising ratio of secondary industry affects the region’s carbon emitting amount the most and its three coefficients are the biggest. Based on the analysis above, this paper generalizes the development path choices of low-carbon economy of northwestern by enhancing the adjustment of the secondary industry, decreasing the dependence of petroleum energy by upgrading the energy structure and technology advancement, promoting the transformation of the high-carbon industries.
