High-tech industry is a key indicator to measure the overall strength, technological strength and economic competitiveness of a country or region. The development of high-tech industry in Xinjiang is lagging behind, and how to improve its overall competitiveness of high-tech industry is a major strategic issue for the development of economy in Xinjiang. Therefore, it is of great strategic significance to improve the competitiveness of high-tech industry in Xinjiang for improving the total economy so as to achieve rapid economic development.First, high-tech industries are systematically analyzed by Porter's"diamond model". The results show that there are two advantages in production factors and opportunities in Xinjiang, but there are disadvantages in demand conditions, related industries and support industries and businesses strategy, and structure and competition. In case of government, he has come to realize the importance of high-tech industries. Although the government has made a great effort in industrial policy, financial investment and so on, there is large gap compared with the high-tech zone in the mainland.Secondly, this paper has made a comparative analysis of high-tech industry competitiveness by principal component analysis between Xinjiang and the whole country. The results show that its rank of high-tech industrial competitiveness is 21st in 2007, and 29th in 2006. Its comprehensive rank is not high because of lacking of scientific and technological personnel, science and technology funding shortage, backward science and technological environment. Finally, proposals are recommended such as increasing the science and technology input, multi channel financing, strengthening the dominant position of science and technology enterprises, paying attention to science and technology personnel training, establishing the talent concept to adapt to the times, enhancing independent innovation capability and strengthening environmental protection policies.
