The establishment of pay system is a very important step to establish modern enterprise system, it’s very important to help an enterprise to enhance the competitive advantage and achieve strategic objectives. Rising as the competition of enterprises, more and more managers recognize the importance of talent, talent is the winning factors of the modern enterprises and is an important enterprise resource, so the most important thing is how to motivate personnel. Salary as a core of excitation, is not only a kind of cost to pay labor, the main factor is to motivate employees. Now, the incentive is concerned to more and more people, as an important part of enterprise management, it has played an active role in promoting to enhance the competitiveness of enterprises. Therefore, according to the actual situation of the enterprise, implementation science reasonable remuneration and incentive systems are critical to the success of enterprise about human resource management. Establishing a more scientific salary distribution mechanism, can help companies to attract talent, motivate and retain talent and improve the core competitiveness of enterprises, thus achieving the purpose of achieving corporate strategic objectives.This paper conducts study as an example of DY Design Institute’s pay system design. Firstly, the literature of the pay system at home and abroad was summarized; Secondly, combining actual of DY Design Institute, analyzing DY Design Institute’s salary management status, and founding the existing problems; Again, redesign the program of a pay system, it includes:designing about organizational structure and core job functions of departmental, salary structure design, including designing of job wages and pay for performance. In the designing of such payment, improving the proportion of performance pay, and achieving the mobilization of the work of the Design Institute staff; Finally, proposing the implementation of the program impact assessment. Pay system design of DY Design Institute may have a reference value to other companies.
