In the era of knowledge economy, more and more competition amongenterprises is human resources. While training is an important part of humanresource management. Training for employees is an important guarantee forenterprise development, survival, and competition. Although tobacco as Chi na’sspecial industry, has its specific business management system, training is also a solidguarantee for development of tobacco industry.Siping Tobacco Company, which is subordinate to Jilin Province TobaccoCorporation, is mainly responsible for the cigarette purchase, sales, keep andcigarette market rectification in the Siping region.the In recent years, Siping tobaccoCompanies has made considerable progress, but there were many problems inemployees training, which restrict the quality of human resources, and impact on theability to win betweet the same competition and industry.Therefore, this research taked Siping Tobacco Company employee trainingsystem as the research object, investigated the problems and causes of employeetraining in SipingTobacco Company,and applying related theory, constructed themodular training system of employees.Firstly, in the basis of investigation and analysis of the employee training, thispaper analyzed the problems and causes of employee training in SipingTobaccoCompany. There were three problems, which were training content lacking plans andtargeted, training means single,and training assessment lacking attention. Theseproblem of causes had three, the first one was to faile to understand training from strategy human resources management, the secend one was to ignore theestablishment of a learning organization culture,and the third one was to lack theeffective investigation and analysis of training needs.Secondly, two aspects which the domestic tobacco market environment andSiping City tobacco company stage of development, were analyzed, this paperoffered the best choice for the solution of employee training issues,which was thedevelopment of modular training system, and offered three principles: building acomplete system; investigation method needing to feasibility and operability;training content needing to targeted,and diversity.Thirdly, for the problems and causes of employee training in Siping CityTobacco Company, pursuanting to principles, this paper constructed the modulartraining system of employees in Siping tobacco company,which was designed sixmodules.(1) Target classification module: according to the jobs of nature andcharacteristics, employee training objects are divided into management, marketing,monopoly staff and new recruits combined with the company’s development needs,staff training is divided into managers, sales staff, monopoly staff, and new recruitsstaff.(2) Training needs analysis modules: raised demand information either from thefunctional departments and the monopoly departments, or from the individual groupsof employees, management, marketing team, specialty team, new recruits and otherlevels of employees; and introduced the interview method:questionnaire method,observation method, task analysis of training needs method; puted forward thetraining manager was responsible for organizing the training assessmentconference,and reported the collection and analysis of training needs information.(3) Training content modules: divided the training content into inductiontraining, pre-service training, pre-job training, transfer training, project training, new technologies introduced training, and individually listed the training content ofmanagers, sales staff, monopoly staff, and new recruits staff; also submitted totargeting the right concept of knowledge, skills, training, training, training andmental training.(4) Training method modules: combined with features and content of training,puted forward different training methods for different objects,such as managers,sales staff, monopoly staff, and new recruits staff.(5) Training plan modules: proposed three principles of training programmes:rationality and hierarchy, convenience; and following the principles, developed aprocess of thought: collecting training demand informationâ†'analysising trainingdemandâ†'formulating training course lisâ†'reviseding budget courseâ†'definiteingtraining instructorâ†'making training schedule.(6) Training effect feedback module: designed three ways of trainingeffectiveness feedback: training record route, train examination, trainer trainingeffect feedback investigation.Finally, in order to ensure the modular training system successfully andeffectively, carried out, puted forward reasonable organization(establishment of theleading group for staff training, strengthen leadership, increase awareness of trainingand strengthening responsibility; Set up an employee training teachers, rigorousselection and assessment, improve the comprehensive quality of the trainingDivision), strict systems protection (System of training organizations, trainingincentives, training evaluation examination system);and quantitative assessment andtraining facilities and security (modernization of the training facilities, theestablishment of measurable quantitative indicators).
