With the rapid economic and population growth, global demand for electricity has increased dramatically. According to the National Energy Agency predicted that global demand for electricity increased from17,200TWh in2009to31,700TWh in2035, where the electricity demand growth in China contributed about25percent of the world, and the average annual growth rate of about2.4%. Henan is Central China power grid thermal power base, in the first half of2010alone, thermal power generating capacity of112.428billion kWh, year-on-year growth of27.57%, accounting for96.2percent of total electricity generation. In recent years, the national and Henan Province enacted and implemented a series of "phase-out backward production capacity "policy, but mostly is the form of "Scale theory" and the "Great Leap Forward" form. The issue of irrational thermal power industry unit structure态lower level of energy efficiency and pollution become more prominent. The main reason is the lack of integrity and systematic evaluation index systems and method to evaluate the out-dated power in Henan.Restrictions on the level of resource endowment and socio-economic development, the power results mainly by thermal power, and coal-fired units in Henan. Then analysis the installed power generating structure and the average number of hours of the capacity and the current situation of the development, based on this, detailed evaluation the effect of thermal power out-dated capacity energy consumption factors, technical factors, environmental factors, economic and other factors, such as this decisive factors. From the domestic and foreign behind productivity evaluation method, combining the present situation of Henan province thermal power behind productivity and problems, to construct the thermal power behind productivity evaluation system in Henan province. The analytical hierarchy process (AHP), and considering the influence factors, combined with the purpose of building the system and standards, the primary index factor decomposition into several subsystems, establish the hierarchical structure, to ensure that can clear the complete response evaluation the whole face of the object. The index system is the main target strata, criterion layer and index levels constitute, target layer is behind the thermal power enterprises capacity evaluation index system; Standards for B layer of from six aspects to consider, including comprehensive energy consumption, the scale of production, equipment operation index, environment pollution index and economic benefit index and technology advancement indicators, and their relative index layer son of indicators index layer of C.To construct the evaluation system of Henan capacity for behind the benchmark, at home and abroad in the comprehensive evaluation method based on the research of the construction based on the analytic hierarchy process (AHP) fuzzy comprehensive evaluation model and add slightly revised comprehensive evaluation method is used to evaluate thermal power industry in Henan province behind productivity. Evaluation results, the selection of the enterprise comprehensive evaluation in sample qualified above, Henan province most enterprise comprehensive score in good level; a few of enterprises belonging to the general level. In the data analysis and comparison with other enterprise, found that most enterprise still have improvement and development potential, and relatively backward in the enterprise also preparing new large units of the plan, therefore thermal power industry in Henan province general momentum and good potential development.
