By referring to a large number of relatively domestic and overseas documents, the author draws lessons from comparative advantage theory, competitive advantage theory, tourism system theory, sustainable development theory and several models about urban competitiveness and destination competitiveness and defines the basic concepts of urban tourism, competitiveness, urban competitiveness, urban tourism competitiveness.Based on the statistical of20existing literatures, evaluation factors of the urban tourism competitiveness was grouped into six categories:tourism resource conditions, tourism economic development level, tourism facilities conditions, urban social economic development level, tourism infrastructure, natural and anthropologic environment. According to some principles, urban tourism competitiveness evaluation index system which including three levels, six major elements and35indicators is set up.The author collects the statistical data of16cities in Yangtze River Delta on2009, selects principal component analysis in software SPSS16.0to evaluate tourism competitiveness of cities in Yangtze River Delta. Comprehensive evaluation results show that urban tourism competitiveness of cities in Yangtze River Delta, in descending order, are Shanghai, I langzhou, Suzhou, Nanjing, Ningbo, Wuxi, Shaoxing, Taizhou, Changzhou, Jiaxing, Zhenjiang, Nantong, Yangzhou, Huzhou, Zhoushan, Taizhou.According to the results of comprehensive evaluation, this paper divides city of Yangtze River Delta into three levels as follows:highly competitive city, more competitive city and less competitive city. After the analyze of the cities’general situations, the paper put forward the promoting measures to enhance the tourism competitiveness of every cities, and also throw out the suggestion on how to enhance the overall tourism competitiveness of Yangtze River Delta.
