| With the development of world economy and energy needs of the growing demand, low-carbon economy has become a trend in the development of national economy.As one of the effective measures to keep energy security and climate change, low-carbon economy is an inevitable choiceto to solve the energy shortage, environmental issues, and to achieve sustainable economic and social development.The development of low-carbon economy, although can bring benefits in energy saving and environmental protection, but in order to achieve this goal, need a large number of capital and technology investment. To some extent it will affect the speed of economic development,and even hinder the country or region’s economic development and modernization.therefore,how to develop low-carbon economy should be carefully considered.In the current,mid-area face its special background, one is the stage of economic development,especially the central region of the overall economic development level and big gap with eastern developed area.in order to cast off backward situation, mid-area needs to accelerate the process of industrialization. Two, industrial development stage. Mid-area now speed up to develop heavy industrialization, but also in the eastern part, high pollution industry transfer to the Midwest in the process of industry. In addition, the development of low-carbon economy in the central area face a shortage of funds and technology.Apparently, there are different economic development levels in different countries and regions. The contents and standard of low-carbon economy should be make it rigidly uniform. This paper firstly put forward the concept of low-carbon economy, and then put forward low intensity,mid-intensity and high strength in the development of low-carbon economy.This article descript the feasibility of low-carbon economy development in central region firstly, and then take Jiangxi as an example. In the central region of the low-carbon economy analysis, we put forward central region should keep corresponding economic growth rate and the total energy consumption in order to reduce the gap of economic development between East.and then by comparing with two developmental pathways which is low-carbon path and traditional way to calculate their cost for achieving established goal of economic development; secondly, analyze predicament and challenge in mid-area in order to develop low-carbon economy; finally, we conclude that mid-area is better to develop low intensity low-carbon economy. And the strength concept of low-carbon economy is an innovation in this paper. In the selection of Jiangxi, Firstly, we analyse the constraints of low-carbon economy, and then study the status of low-carbon economy in Jiangxi with SWOT method. Secondly, we identify the major impact factor of the development of low-carbon economy of Jiangxi. Such as level of economic development, energy efficiency and energy structure. Finally we analyze the feasibility of developing low-carbon economy from the aspect of improving energy efficiency and energy structure. In the part of improving energy efficiency, we use qualitative analysis and comparison with Zhejiang province, so as to arrive developing low-carbon economy by reducing the energy intensity. In the part of improving energy structure, we analyse the development of clean energy mainly from the aspects of energy conditions, technical conditions and market demand, and through the comparison of the development of clean energy and economic development of the feasibility of quantitative analysis, Jiangxi reached the final at present to realize overall development of low-carbon economy and also the lack of realistic conditions.Based on the above analysis, this paper summarizes the current development of Jiangxi and even central are more suitable for developing low strength of low-carbon economy, only the Department of regional economic level and technical conditions reached a certain stage,can they develop the low-carbon economy,which is a strategy choice of to develop social fairness and to construct harmonious society. In the end, we come to the conclusions based on the foregoing analysis, and provide appropriate policy recommendations for developing low-carbon economy in underdeveloped areas of central China. |
