| Low-carbon economy, the product of economy and social development to a certain stage, embodies advanced concept of scientific development. Since the Industrial Revolution, especially the second half of last century, global climate change, whose main characteristic is global warming, has brought environmental pollution, ecological disaster, energy crisis and other issues. Theses issues has become a common challenge of existence and development that human must face up to. Entering the twenty-first Century, low-carbon economic development has become a common issue that politicians, economists and ecologists of all countries concern about. In the fifth Summer Davos Forum in September2011, low-carbon economy first became the theme of the forum, and also formally became a global concern since the low-carbon economy was put forward, getting more extensive attention. All countries all over the world are speeding up the research and practice of low-carbon economic development, and low-carbon economy has become the mainstream of world development.China is a most populous developing country. Accelerating industrial structure adjustment, establishing a low-carbon industrial system, strengthening ecological protection and restoration not only has great significance to establish the image of a responsible big country, but also an effective choice of realizing long-term sustainable development of our country. The report of Eighteenth Congress of the Chinese Communist Party required clearly that we will effort to promote green development, circular development, low-carbon development to form a spatial framework, industrial structure, mode of production, life style of saving resource and protecting environment, and proposed the target of constructing ecological civilization and beautiful China. In the days to come, building a resource-saving, environment-friendly society, realizing the transformation of economic growth pattern and other major strategies and policy extension and expansion has strategic meaning to the future development of China.In the eastern region, the coastal provinces and cities have begun to promote low-carbon economic development practice, and achieved certain results. In the underdeveloped western region, the low level of industrialization, the low level of urbanization, the lag of agricultural modernization bring some problems such as insufficient industrial support and technical innovation, single energy structure, which form enormous contradiction with accelerating development and low-carbon development. Strengthening low-carbon economic development research of the western area has great sense to implement the Scientific Outlook on Development, change the mode of economic growth, achieve long-term stable rapid development, is also the requirement inevitably of promoting long-term sustainable development of the western area.Developing low-carbon economy is not only a industrial structure and technological employment problem, but also a system problem. This paper reviews the related research about low-carbon economy, analyses the experience of the EU countries, the United States, Japan, Russia and other countries, studies the present situation of domestic low-carbon economic development, and analyses the industrial, environmental and system problems about low-carbon economy of the western area are facing, basing on realities and development characteristics in the western area. Under the direction of low-carbon economic theory, this paper puts forward a low-carbon development way with "addition" and "subtraction" for the practice way, that is the way of absorbing carbon of increasing forest carbon sink as the basis and the reduction approach of implementing industrial transformation, technological innovation as the basis to implement low-carbon economic development goal in the western area of our country.At the same time, in order to demonstrate the development of low-carbon economy in the western region completely feasible, the author of this paper regards the low-carbon economic practice of Nanchuan District, Chongqing, the representative of resource-dependent city in the western area of our country as the case to analyze and explore development strategy, industrial selection, industrial layout, implementation path, policy support and other issues of low-carbon economic development in this area, and designs low-carbon economic development mode of western resource-dependent towns in accordance with the requirements of low-carbon economic development. |
