The Western Region Of Low-carbon Economic Development Level Empirical Research

By over consumption of fossil fuels leading to global warming has caused widespread concern around the world. To develop low-carbon economy, as the world's development trend, is the fundamental approach to relieve the extensive growth in Western China and keep the balance between resources,environment and economic development. Understand connotation of a low-carbon economy and its various influencing factors involved has important practical significance for Analysis and evaluation of areas of low-carbon economic development.This paper reviews and summarizes the content of low-carbon economy and the requirements which is demand for development from the low carbon economic perspective. Based on economics, energy, ecology, and system integration of science and other interdisciplinary, the author do a lot job to select base to evaluate low carbon. Eventually, " carbon emissions, "" carbon sinks "and" coal technology, "the three secondary targets and 19 indicators together to build a three-tier evaluation system for low-carbon economy. Based on the evaluation system , the author use PCA analysis to analyze the western low-carbon economic development and comprehensive analysis of the potency. And we get the following conclusions: First, through the estimation by weight, we find that energy efficiency, forest green and the level of scientific research are the key factors that affect the regional low-carbon economic development level and potency. And energy consumption, ecological protection, the emission reduction in later period and governance constraints are in a relatively minor position in the development of low carbon economy. Second, the western provinces show very uneven development on the "carbon emissions", "carbon sinks" and "carbon technology", and which are did not form the mechanisms which are interacted between the three and mutually reinforcing each other. All of those will lead to noneffectively develop the country's low-carbon economy potency. Third, degree of the western region is lagging behind the development of low-carbon economy , but huge potential for development.Yunnan Province is the key samples in the western, through analyzing it we found that it presents a situation of "carbon sink" is the best, "carbon emissions" in the middle and "carbon technology" is the worst. Meanwhile, in order to further study, based on the Commoner model, using LMDI decomposition method, the author decomposes the factors of carbon emissions in Yunnan Province, and the result showed: carbon emissions growth rate gradually decreased. Among all the factor that affect carbon emissions, population growth has little effect, increasing of output scale has a little pulling effect, energy efficiency have a greater inhibitory effect, the optimization of energy structure of has little inhibition effect. The paper also explains the reasons.Finally, based on the empirical results and combined the real situation of every province, focus on the existing problems and shortcomings in the development of low-carbon economy in Yunnan, the author accordingly puts forward the concept of fostering low-carbon, suggests advise on relevant policies and regulations, optimize energy structure, develop low-carbon industries, increases forest carbon exchange rate and improves the evaluation system. And trying to set an example for the rest of the western regions to take the same path in developing low-carbon economy .
