Project progress management is one of the most important contents of project management, the goal is to ensure the project timely completed, rational allocation of resources, and improve the economic benefits of the project. Especially for large central air-conditioning development projects, because product performance affected by the environmental protection concept and national policy constraint, market competition is intense, customer needs updates fast, many staff, equipment and resources are involved, and the project cycle is very long. So progress management plays a more decisive role. Face to more and more new product development projects, it is an urgent task for the corporate to apply the progress management techniques on development project of new air-conditioning product in order to shorten the cycle time, and to improve the quality of product and the R&D efficiency.In this paper, after learning of the domestic and overseas development of project progress management, we studied the control of schedule management techniques on the Water-water screw heat-recovery air-conditioning unit development project and analyzed the affecting factors, got the effective way of progress management. At first, we studied the project scheduling. We used network planning techniques and milestone techniques to set up the schedule network chart. And used design time quota and PERT/CPM method to estimate the time of work task, got the preliminary time-schedule of Water-water screw heat-recovery air-conditioning unit development project. Then, used the ISM method to analysis the key affecting factors of the project schedule, based on the critical factors optimized the initial schedule to meet the project cycle time and balance the resource, and to control the project progress effectively, The project completed on time and durability. Finally, we summarized the study result and expected the prospect of the result.The whole achievements of Heat-recovery air-conditioning unit Development project Scheduling and Optimization has already been practiced, In the project, although experienced personnel adjustment, nonconforming parts, power failure and other unforeseen factors, actual cycle still reached 342 days,18 days shorter than the original cycle.
